Clean Heat Market Mechanism Launches to Boost Heat Pump Adoption

The UK government has officially launched the Clean Heat Market Mechanism (CHMM), a new policy designed to accelerate the transition away from fossil fuel heating by increasing the adoption of heat pumps. This initiative, which came into effect on 1 April 2025, places new responsibilities on boiler manufacturers to support the shift to low-carbon heating.

What Is the Clean Heat Market Mechanism?

The CHMM is a regulatory scheme requiring boiler manufacturers to sell a minimum number of heat pumps alongside their traditional gas boiler sales. The aim is to create a more balanced market, where heat pumps become a mainstream option rather than a niche alternative. If manufacturers fail to meet their targets, they will face financial penalties, encouraging them to invest in heat pump technology and training.

Why Has the Government Introduced This Policy?

The CHMM is part of the UK’s broader strategy to reach net-zero carbon emissions by 2050. While heat pump installations have been steadily increasing, uptake has not yet reached the levels needed to meet decarbonisation goals. Ian Rippin, CEO of MCS (Microgeneration Certification Scheme), welcomed the policy, stating:

“The Clean Heat Market Mechanism is a welcome step in the transition towards a low-carbon future. By encouraging boiler manufacturers to invest in heat pump technology, this policy will support a more sustainable heating market and help drive consumer confidence in renewables.”

Rippin also emphasised the importance of industry readiness, adding:

“It’s now essential that we continue to upskill the workforce and ensure there are enough qualified installers to meet the growing demand for heat pumps.”
